In his lecture, Iswan Elmi elaborated on the goal of national development in the context to increase prosperity of the nation as written in the RPJMN 2015-2019 through building a transparent and effective administration, also the government must be free for corruption, nepotism and must be effective, democratic and can be trusted. In addition, the government must uphold the system reformation which could free the nation from corruption and nepotism. Also to build the nation from the outer region to strengthen the provincials and to carry on the mental revolution. Therefore, he added “the increase of quality and accountability in the financial management sector could be an indicator to judge the success in the national development achievements which is clean and effective”.

He explained further that based on the fact that up until now, even though corruption eradication process has been carried out but it has not yet shown the optimal success. Preventive effort is not enough to prevent corruption, even internal control is not adequate, Therefore, a corruption eradication campaign called Fraud Control Plan is needed.

This program has to be carried out because currently corruption in Indonesia has become systemic. Corruption leads to the downgrade of morale, therefore a systematic handling is needed by the ratification of UN Convention Against Corruption (UNCAC) 2003 through the Government Regulation No. 7 Year 2007. In Article 5 of the UNCAC 2003, it is stated that corruption eradication program must be carried out in line with repressive efforts.

Corruption eradication program needs instruments / regulations that could strengthen internal control within government agencies. Therefore, BPKP has a continuing efforts to develop control system which is specifically designed to prevent corruption and to help and reveal events that have corruption indication which is called Fraud Control Plan.

BPKP have build cooperations with several government agencies (BUMN and BUMD) and it is still opened for other agencies which want to implement the FCP. Integrity factor plays important role in the development of corruption-free human resource. Integrity factor is used to eradicate corruption and nepotism. Integrity means that a person has to be honest and right in his/her actions. The integrity factor is used to keep a person on track in order to achieve goals.

A question and answer session was held at the end of the public lecture. At the closing, the head deputy of BPKP asked all components of the nation including civitas academica of Universitas Pattimura to build corruption-free personal integrity.
